23 The desire of the righteous is only good: but the expectation of the wicked is wrath.
Though the righteous may stumble and fall occasionally, they have a heart to do good. It is their desire that pure goodness will one day reign in them. The wicked are never interested in TRUE righteousness. They only seek personal pleasure and advancement and will receive wrath.
